"Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date..." Vessel has missed its annual inspection and drydock date. Prior to passengers issued until vessel has credit drydock exam and topside inspection.

At each initial and subsequent inspection for certification the marine inspector shall examine and test the following items to determine that they are in proper operating condition, safe electrical condition, and fit for the service for which they are intended:...3)Rotating machinery...4)Generators, etc...6)Fire protective devices. At the time of inspection, the vessel had an electrical issue and did not have power, therefore, the attending inspector was unable to witness satisfactory operation of machinery, fixed firefighting shutdowns, etc. Rectify electrical issue and demonstrate proper machinery operation, maneuverability, and fixed firefighting operation in the presence of a Marine Inspector prior to carrying passengers.

Fuel shutoff valve must be operable from outside the compartment in which the valve is located. Emergency fuel shutoff valve does not completely close.

A vessel must comply with with applicable requirements for any radio installation including the requirements for a station license and installation certificates to be issues by the FCC as set forth in 47 CFR 80. Stations in maritime service must be licenses by the FCC. Vessel's FCC Radio Station Authorization Certificate expired 17JUL2020.

OWNERS AND OPERATORS MUST MAKE THE VESSEL READY FOR INSPECTION IN ACCORDANCE WITH THIS SUBCHAPTER IF ISSUANCE OF A COI IS DESIRED. PRESENTLY THIS VESSEL HAS MISSED ITS COI RENEWAL INSPECTION AND DRY DOCK. THE VESSEL IS RESTRICTED FROM CARRYING >6 PASSENGERS FOR HIRE. THIS INFORMATION WAS BRIEFED TO THE VESSEL REPRESENTATIVE RICHARD DORFMAN WHOM STATED THE VESSEL WILL DISCONTIUE COMMERCIAL OPERATIONS UNTIL READY FOR INSPECTION. WHEN READY FOR INSPECTION, THE OWNER/OPERATOR SHALL SUBMIT AN APPLICATION FOR INSPECTION (FORM CG-3752) TO THE EMAIL PROVIDED BELOW PRIOR TO RETURNING TO COMMERICAL OPERATIONS.THE CONDITION OF THE VESSEL, ITS EQUIPMENT AND ANY ASSOCIATED DRY DOCK INSPECTIONS AS NEEDED MUST BE ACCEPTABLE TO THE COGNIZANT OCMI.

Vessel's navigational chart is not up to date. Provide a current/up to date navigational chart for area of operation.

Ring buoy's retro reflective material is either damaged or torn and missing. Replace damaged or missing retro reflective material.

Placed 8 adult life jackets out of service for degraded outer fiber, UV damage. Vessel restricted to carrying a total of 33 persons until 7 additional abult life jackets are added to the vessel inventory for a total of 40 total persons.

46CFR160.002-3(b): Life preserver color shall be Indian Orange. 04 adult and 01 child PFD's were faded to white. Replace. Total carriage reduced to 36. Child carriage reduced to 03.

46CFR181.420(b)(3): A pre-engineered fixed gas fire extinguishing system must have a means to reset devices used to automatically shut down ventilation systems and engines. Reset device is broken.

46CFR182.455((b)(4): The shutoff valve at the tank must be manually operable from outside the compartment. Remote manual shutoff inoperable.

Marine employers shall establish programs for the chemical testing of crewmembers. Master and vessel representative unable to provide crew list.

46CFR181.610: The words "FIRE BUCKET" must be stenciled in a contrasting color on each bucket. All buckets not stenciled.
