Certain rules in the subchapter require specific approval of equipment or arrangements by the Commandant, OCMI, or CG Marine Safety Center. These approval determinations will be made as a part of the plan review process. The Port side PAM installation was listed on the approved drawing as being placed at frame 60 and 7'10 1/2" from the side shell. The PAM is actually installed at 10' from the side shell, further in board than submitted. Vessel is restricted from departing until both the stability of the vessel and the deck strength assessments are updated and approved by MSC. 46 CFR 170.093 Code 17c

Overcurrent protective devices must be installed so that, a short-circuit on a circuit that is not vital to the propulsion, control, or safety of the vessel does not trip equipment that is vital. The battery charger for the #2 generator’s starting battery system, also provides 24-volt electrical power to the electrical panel for following vital systems: 1) the 24-volt control circuit for starting and emergency shut-down of the #1 and #3 generators; 2) the 24-volt control circuit for the starting and emergency shut-down of both main propulsion engines; and 3) the 24-volt control circuit for the CO2 fixed fire-fighting system. A recent marine casualty involving the short-circuit of the #2 generator’s charging system resulted in a temporary electrical power surge to the power supply for the 24-volt vital system’s power panel, which tripped the main electrical power supply to the vessel. In the event of a shut-down of all engines, electrical power and propulsion would not be able to be restored, in a timely manner.
