46 CFR 176.810(b)(1)(i): The owner, managing operator, or a qualified servicing facility as applicable must conduct the following inspections and tests. Certification or licensing by a state or local jurisdiction as a fire extinguisher servicing agency will be accepted by the Coast Guard as meeting the personnel certification requirements for NFPA 10 for annual maintenance and recharging of extinguishers. MI found the annual maintenance overdue. New extinguishers replaced prior to MI departure.

46 CFR 183.10-5(f)(2): Generators and motors designed for 40 degrees Celsius may be used in 50 degrees Celsius ambient locations provided the machines are derated to 80 percent of full load rating, and the rating or setting of the overcurrent devices is reduced accordingly. MI found the generator installed onboard to have a 40 degree Celsius data plate. Rep shall provide satisfactory evidence that generator has been derated to 80 percent, or manufacturers data plate stating the generator is rated for 50 degree operation.

Acid batteries shall be located in a tray of lead or other suitable material resistant to deteriorating action by the electrolyte. Observed several holes in both battery boxes allowing for the electrolyte to spill directly to the bilge.

each major generator motor shall be fitted with a nameplate of corrosion-resistant material. Nameplate is faded and illegible. Install new nameplate on generator and ensure ambient temperature is 50 degrees C.

Electrical equipment shall be drip proof protected. Engine room light fixture was broken and hanging from wiring. Replace damaged lighting fixture

A battery charger shall have an ammeter that is readily visible. Ammeter on battery charger was inoperable.

Suitable covers, guards, or rails shall be installed in way of all exposed and hazardous places such as gears, machinery, etc. Bilge pump belts from main engine were exposed and need a guard installed.

all tanks not vented to the atmosphere shall be constructed and tested in accordance with 46 CFR 182.10-5(d) Observed that the primary fuel tank vent was removed and capped off. Fuel tank vent needs to be installed back to original Coast Guard approved configuration to be considered a vented fuel tank and satisfactory.

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Vessel experienced a collision with another vessel, incurring extensive damage to the wheelhouse structure and navigation equipment. Prior to movement, conduct thorough inspection of all damaged hull material and wheelhouse equipment, and provide repair plan to the USCG for review and approval.
