Each towing vessel must have a reliable means to provide notification when an emergency condition exists or an essential system develops problems that require attention. The following alarms must be provided: Low hydraulic steering fluid levels. Alarms must:
(1) Be visible and audible at each operating station.46 CFR 143.230. No visible alarm for hydraulic oil low level. Make repairs.

The crew of each towing vessel must demonstrate the ability to operate the primary machinery for which they are responsible and do so under normal emergency conditions. The engines were not serviceable at the time of inspection and should be tested in the presence of an attending Coast Guard Marine Inspector.

The main engines must be equipped with proper gauging to ensure an emergency situation does not exist. Due to engine overhaul, the main engines onboard were not equipped with working gauges. Gauges must meet regulatory standards in the presence of the attending marine inspector.

Each towing vessel must be fitted with a general alarm that is capable of notifying persons in any accommodation, work space, and the engine room. A supplemental flashing red light must be installed in the engine room. The flashing red light was not working properly and the general alarm did not consistently sound due to battery power failure.
