Machinery and electrical systems must be designed and mantained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel authorized to transit to ACBL Harahan using assist tug. Upon arrival, vessel restricted from movement until root cause of propulsion reduction is identified and corrected, and has a transit plan reviewed and approved by the Coast Guard.

Resolution: Received the vessel transit plan, surveyor audit and a technician report stating that the vessel's main engines and steering systems were operating properly. After reviewing the reports the vessel was cleared to proceed.
