The intent of this part is to insure that the scantlings, material, fastenings, workmanship, and arrangement of the vessel are such construction to provide for the safe operation of the vessel in accordance with the terms and conditions of it's Certificate of Inspection giving special consideration to provisions of a seaworthy hull. Multiple cracks were identified in the vicinity of the fore peak deck area around the tow/anchor bit. Interior inspection resulted in several cracked welds around the bit structure and the deck stiffeners, and a full thickness crack through the deck. O/O to submit a repair proposal to cognizant OCMI and carry out approved repairs prior to conducting passenger operations.

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. Fuel shutoff valve did not close/seat all the way, which could allow fuel flow after actuated. Owner/Operator shall show full actuation of valve to stop fuel flow.
