must comply with the structural design requirements of
one of the standards listed below for the hull material
of the vessel. For a vessel of not more than 30.5 meters
(100 feet) in length: ABS Steel Vessel Rules (<61
Meters), with the appropriate conversions from the ABS
Aluminum Vessel Rules. Vessel had a grounding and
verification of the hull structure must be determined to
be seaworthy and safe, by a Coast Guard MI.

The number of persons capacity must be marked or painted in clearly legible letters and numbers on each life float and buoyant apparatus. Type I retroreflective material must be capable of being attached to lifesaving equipment either by sewing it to the equipment or by means of an adhesive. Type II material must be capable of being attached to lifesaving equipment either by mechanical fasteners or by an adhesive. Each life float must be fitted with a lifeline, pendants, two paddles, a painter, and a light. Life float was found with faded number of persons capacity marking , wasted retro reflective tape and wasted grab lines.
