Where a flexible fill pipe section is a nonconductor of electricity, the metallic sections of the fill pipe separated must be joined by a conductor for protection against generation of a static charge when filling with fuel. Install bonding wires on fuel tank fill neck where required. 46 CFR 182.445(g)

On a vessel of at least 26' in length, a visual and audible alarm must be provided at the operating station to indicate a high water level...Bilge high level alarm for the forward fuel tank void did not produce an audible alarm when tested. Repair and provide proper operation.

A positive shutoff valve must be installed at the hull penetration. Engine room electric submersible pump for the bilge did not have a positive shutoff valve installed in the line. Properly outfit discharge line.

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. Adequate number of sterile compression bandages and burn gel missing from first aid kit. Expiry dated items not listed on outside of container.

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Mounted emergency instructions were missing heavy weather procedures. Post appropriate emergency instructions.

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. During ise discovered a cracked weld at the port side chine just below the hatch. Submit plans and make permanent repairs to the cracked weld. 46 CFR 177.100

Watertight Bulkheads; The number of penetrations in a watertight bulkhead must be minimized. A penetration in a watertight bulkhead must be as high and as far inboard in the bulkhead as practicable, and made watertight. The fwd engine room bulkhead, portside has two abandoned bulkhead penetrations that is open to the next fwd compartment. Properly seal off bulkhead penetrations. 46 CFR 179.320

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. Renew expired items eyewash and aspiring. 46 CFR 184.710

Emergency instructions. (a) The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. (b) Except when in the judgment of the cognizant OCMI the operation of a vessel does not present one of the hazards listed, the emergency instruction placard should contain at least the applicable portions of the “Emergency Instructions” listed in § 185.512. The emergency instructions must be designed to address the particular equipment, arrangement, and operation of each individual vessel. (c) If the cognizant OCMI determines that there is no suitable mounting surface aboard the vessel, the emergency instructions need not be posted but must be carried aboard the vessel and be available to the crew for familiarization. Emergency instructions not posted, properly post emergency instructions visible to crew.

Vessel is required to have three 2.5 gal fire buckets, with lanyards attached stenciled FIRE BUCKET. Vessel only has two fire buckets onboard. Replace missing fire bucket. 46 CFR 181.610

Vessel is required to have onboard up to date; Coast Pilot, Light list, Navigation Rules, Charts, tides and currents for all areas the vessel operates. Vessel navigation publications are out of date.

Vessels EPIRB must be registered with NOAA. Vessels NOAA registration has expired. 46 CFR 184.502
