Vessel is restricted from loading or discharging cargo with a flashpoint below 140 degrees fahrenheit in accordance with 46 CFR 111.105-31.

Vapor collection piping must be electrically bonded to the hull and must be electrically continuous. Vapor collection piping installation on the vessel is not electrically continuous. Install VCS electrical bonding between piping flanges and to hull. Vessel is restricted from conducting VCS operations until resolved.

A fixed pressure-sensing device must be installed as close as practicable to the vessel vapor connection on a tank barge with a vapor collection system. The pressuresensing device must measure the pressure vacuum in the main vapor collection line and have a pressure indicator located where the cargo transfer is controlled. Pressure-indicating devices shall be installed on all independent vapor control lines. Vessel is restricted from conducting VCS operations until resolved.

Prove proper operation of overfill alarm for #2P cargo tank in presence of CG Marine Inspector prior to next cargo onload. 46 CFR 39.2009(a)(2)

Shaft seal on bulkhead between cargo pump engine and cargo pump is not gas-tight; daylight shows clearly through gasket inside machinery space. In accordance with 46 CFR 111.105-31 & IEC 60092-502 4.1.4.1, the seals must pass a fire-hose test to the satisfaction of the attending marine inspector prior to conducting cargo operations.

The #3 diesel engine driven cargo pump emergency shutdown solenoid is inoperable. In accordance with 46 CFR 32.50-35, the #3 cargo pump engine emergency shutdown solenoid must be renewed and tested to the satsifaction of the attending marine inspector prior to using the #3 cargo pump to discharge cargo.

Relief valve on air reciever relieved at 210 psi which is greater than the max allowable working pressure of 200 psi. In accordance with 46 CFR 54.15-10, pressure relief valves shall be set to relieve at a pressure which does not exceed the max allowable working pressure of the pressure vessel.

At dry dock, repair all fractures in the PORT and STBD forward rakes identified by ABS surveyor during the internal structural exam conducted on 14 FEB 2017.

Conduct maintenance on dogs for machinery space watertight doors and gooseneck vent covers to ensure they can operate/close freely.

Provide copy of updated USCG approved test procedures specific to thermal fluid heater installed onboard.

Complete survey for MARPOV Annex VI compliance and issuance of IAPP certificate.
