The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a sea worthy hull. The GARDEN STATE experienced damage to structural integrity of hull while getting underway after colliding with pillings. Vessel will be restricted from carrying passengers until satisfactory repairs have been completed to watertightness of hull and all affected structural members. Prior to returning to service, the vessel must conduct a satisfactory sea trail with attending marine inspector.
