Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. The steering system on the freefall lifeboat was found inoperable. Upon further inspection, the crew found an issue in the shaft making the rudder hard to operate. The hydraulic oil was replaced and the hydraulic system was found to be in good condition. After detaching the hydraulic from the shaft, the crew was able to isolate the malfunction to the rotation of the shaft. This was confirmed by their inability to steer the rudder with the emergency tiller. 74SOLAS(14) III/20.2

The company and the ship shall comply with the requirements of the International Safety Management Code. For the purpose of this regulation, the requirements of the code shall be treated as mandatory. The company should establish procedures to ensure that the ship is maintained in conformity with the provisions of the relevant rules and regulations and with any additional requirements which may be established by the company. The steering system on the freefall lifeboat was found inoperable. Upon closer inspection of the ship's log for their lifesaving equipment, it was discovered there are no checklists with clear and adequate instructions for the monthly inspections. Recommend SMS audit within 30 days. 02 74 SOLAS (14) IX/3.1, ISM Code A/10.1
