examination, inspection, or reinspection, any failure
to comply with any applicable requirement of law and/or applicable regulations in this chapter, or any defects or imperfections become apparent tending to render the navigation of the vessel unsafe, or that repairs have become necessary, the Coast Guard will so notify the master and state what is required.
Patterns of structural deflection were observed in centerline void numbers 06, 07, and 08 located transversely across the mid-body. This could be indicative of overloading the vessel which resulted in hogging of the hull. These issues if related, along with visible signs the vessel has been overloaded, bring into question the overall structural integrity of the vessel.
These conditions warrant further examination which is to be carried out by an attending naval architect/professional engineer with sufficient background in steel structural repairs. The report of survey shall contain a full strength assessment of existing structure and direction for repairs. Upon completion of the survey, the owner is required to provide a report of survey from the naval architect to the Coast Guard.
