The electrical enclosure for the toilet pumps in both heads are not properly secured and are just sitting on the deck. Additonally, the deck penetration stuffing tube in the aft head where the wire enters the engine room is not properly secured which would allow the passage of flames or smoke in the event of a fire in the engine room. 46 CFR 183.220

At each inspection for certification and at every other vessel inspection the bilges and other spaces may be examined to see that there is no excessive accumulation of oil, trash, debris, or other matter that might create a fire hazard, clog bilge pumping systems, or block emergency escapes. Starboard engine room had excessive accumulation of oil near the aft MDE and the starboard engine room had excessive amounts of coolant in the bilge. Oil absorbent pads were found throughout the bilges. Make repairs to all oil and coolant leaks, remove debris and conduct satisfactory power trials to the satisfaction of attending Marine Inspector. 46 CFR 176.830
