Vessel did not have approved VRP available

Vessel reported inset on forward port side due to vessel collision while moored. Survey noted "In way of the port No 3 wing tank, commencing 10’6” aft of the forward bulkhead and extending aft for 9’ the upper 3’6” of side shell is set in 0”-5” with the adjacent 2’4” of deck and associated internals distorted to conform.

No repairs or alterations affecting the safety of the vessel or its machinery shall be made unless applicable requirements in this chapter are met. Barge is permitted to depart discharge facility following cargo operations and must proceed directly (lightship) to EMS shipyard in Houma, LA for permanent repair IAW with plan submitted 10/17/22. Repair plan & work to be to satisfaction of USCG Houma, LA. 46 CFR 2.01-15

Pinhole was found in vapor line weld at intersection of #1 cargo tank and longitudinal vapor line

2x2x18 hole on stern starboard corner.

Vessel personel found pin hole leak on vapor cotrol piping. Issued 835 for one time discharge and make vessel available for inspection at locat repair facility and have repairs made to the satisfaction of attend CG Marine Inspector.

Transfer hose test certificate not on board.

Paint Red Flag.

Paint Running light brackets matte black.
