At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of the hull structure and its appurtenances. MI observed multiple areas of hull cracks with evidence of water intrusion/corrosion/ wood rot along the port and starboard keels, sterns, sheer clamps, maindeck & bottom shell. Main deck, deck seating, and bulkheads had several areas of severe wastage. Due to the poor condition of the vessel hull, owner/operator are required to submit a survey report limited to the hull and main deck structure, including a repair proposal and scope of work, prior to MI completing drydock exam. 46 CFR 176.802

Replace all 13 chainplates and 02 chainplate backing plates back to original due to >20 year age.

Provide third party rigging inspection report to USCG attesting to the condition of the rig and detailing which components were replaced. Provide chainplate statement/scope of work from shipyard after completion.

All sail rigging chainplate must be removed and replaced due to the age of the vessel combined with no documented history of inspection/replacement since vessel construction circa 1995. Provide sufficient evidence demonstrating the vessel’s chainplate has been replaced since original construction. This may include the submission of photographs, invoices, and servicing reports for review and acceptance MSD St Thomas. After 30 days, vessel is restricted to primary engine propulsion only. Aux sail propulsion prohibited until deficiency reciftied satisfactory.

Hydrostatic release unit for EPIRB is expired.

Provide bilge pump operation light or other visual indicator at the operating station.

Provide updated logs for drills, lifesaving and fire equipment, vessel maintenance, and rigging inspections (per company policy). Last entries are all from 2019.

Provide list of all vessel personnel enrolled in a random drug and alcohol testing program.

Provide updated charts, coast pilot, light list, and tides and current tables.

Properly mark remote fuel shutoff stations in 1" letters indicating operation, per 46 CFR 185.608

Provide proper means of producing a sound signal for navigation. Provided air horns are expired.

Provide light for compass.

Life ring unserviceable.

Jib pulley damaged by the line getting stuck in it. Replace jib pulley and line.

EPIRB battery expired.

Provide emergency cut-off switches for installed batteries.

Provide visual indicator at operation station to indicate automatic operation of bilge pumps.

Portable fuel tanks do not meet ABYC H-25 (1994) Requirements. Replace with compliant tanks or submit in writing a request for special consideration.

99101 - Boom gooseneck pin hole showing excessive elongation. Provide repair proposal and repair.

99101 -Chain plate to stay pins improperly sized. Replace with properly sized pins.

Grind out area of rot and repair in aft cross connect tunnel in way of wire bundle mouse hole.

Grind out rot and repair wood surrounding hatch cover on starboard side deck.

Grind out and repair area of rot in way of starboard side baby shroud chain plate bolts.

Remove and replace all chain plate rusted chain plate bolts at all aft chain plate and port side fwd shroud chain plate.

Replace missing starboard steering tiller cross connect bolt nut and washer.

Correct lead to load on baby stay chainplate. Chain plate bend does not match angle of cable.

Tighten nuts on seagull striker chain plate on both port and starboard side.

Issued no sail 835 requiring the completion of a third party sail rigging survey prior to carrying passengers.

Replace forestay chainplate mounting hardware.

Povide bilge high water alarms in both lazarettes.

Properly secure batteries.

Properly secure bilge pumps and float switches.
