All tank vessels, the construction or conversion of which is started on or after July 1, 1951, shall conform to the requirements in this subpart in construction of hulls. Vessel was transiting through the McAlpine locks when the lead barge allided with the middle wall causing a wire to brake and tear off the port stern timber head. Timber head broke free from the doubler and ripped a hole in the top of deck of the barge under the doubler. Vessel is authorized to discharge current cargo and proceed to shipyard for permanent repairs. Vessel shall not load any cargo until repairs have been approved by attending Coast Guard Marine Inspector.
