A tank vessel with the capacity of 250 or more barrels that is carrying oil or hazardous materials as cargo must have an emergency means to stop the flow of cargo. During annual inspection the prime mover for the cargo pump would not start in order to inspect the emergency shutdown as prescribed above and prime mover for hazards. Prior to conducting discharge of cargo prove proper operation of the emergency shutdown while prime mover is operating to the satisfaction of the attending Coast Guard Marine Inspector.
