Vessel recently completed a M/E re-power and engine control system upgrade. During the plan review process it was identified that the Port and Starboard bridge wing control stations are daisy-chained via a single connector to the EC300 Controllers and not in compliance in 46 CFR 62.30-5(a) and 46 CFR 62.30-5(b)(1). A failure of the cable from the EC300 controller will result in the loss of both bridge wing control stations for the corresponding engine. The twin disc control system was originally designed and installed with two wing stations connected. In order to gain USCG approval for the control system the plan was revised to only show one wing station. Vessel owner requested SLIS OCMI to operate with both wing stations as originally designed temporarily in order to develop a solution that will fully comply with the regulations in 46 CFR 62.30-5(a). A local OCMI risk assessment was carried out to evaluate the risk of having a single point failure of both wing stations vs. having only one wing station. Risk assessment acknowledged a single point failure does not meet the regulations; however it does not present any additional risk if the other station was not connected from the outset. Vessel is allowed to temporarily operate with both wing stations pending a resolution. This temporary authorization is good for 30 days. If a resolution is not identified within 30 days the vessel owner must request an extension detailing the progress made and why corrective action is still outstanding.
