All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, machinery failure and personnel injury. Vessel Captain reported that the port engine was shutdown due to decreasing RPMs and observed white & black smoke. Center engine also had to be placed into idle due to a loss of power. Owner deemed the cause to be an exhaust leak and a clogged air filter on the port engine. Air filter for center engine also reported clogged. Repair and complete satisfactory machinery tests on port and center engines prior to operating with passengers.
