Each vessel that relies on electricity to power the following loads must be arranged so that the loads can be energized from two sources of electricity: (i) The vital systems listed in § 182.710 of this chapter; (ii) Interior lighting except for decorative lights; (iii) Communication systems including a public address system required under § 184.610 of this chapter; and (iv) Navigation equipment and lights. A vessel with batteries of adequate capacity to supply the loads specified in paragraph (a)(1) of this section for three hours, and a generator or alternator driven by a propulsion engine, complies with the requirement in paragraph (a)(1) of this section. The following vital systems: VHF radio, navigation lights, and high water alarms are powered by a single 12 V battery with no second source of power. The electric bilge pump (vital system) for each hull is powered by a single battery power source and inverter with no second source of power. 46 CFR 183.310

Two electric submersible bilge pumps were found in the forward void in each hull. The original bilge piping approved diagram shows that a fixed bilge piping system was originally installed in these spaces. 46 CFR 182.520(e)

Overcurrent protection must be provided for each ungrounded conductor for the purpose of opening the electric circuit if the current reaches a value that causes an excessive or dangerous temperature in the conductor or conductor insulation. Fuses must be of the cartridge type only and be listed by Underwriters Laboratories or another independent laboratory recognized by the Commandant. Each circuit breaker must meet UL 489 (incorporated by reference; see 46 CFR 175.600) or other standard specified by the Commandant. There is no DC primary overcurrent protection on the battery located under the center console used to power the VHF, stereo, navigation lights, and electric bilge pumps located in the fwd void. There is also missing DC overcurrent branch protection for the remaining circuit under the console. There is incorrect primary overcurrent protection (ANL fuse not UL listed) between the batteries and inverters. There is no AC overcurrent protection for the branch circuit after the inverters which power the bilge pumps and AC outlets. 46 CFR 183.380

When the cognizant OCMI or the Commanding Officer, Marine Safety Center determines, in accordance with § 178.210, that a vessel must have stability details indicated on its Certificate of Inspection or a stability letter, the owner or operator must submit the information listed in paragraph (b) of this section. A vessel's lightship characteristics form the foundation for calculations that demonstrate its compliance with applicable stability requirements. Changes to a vessel, through the addition, removal, or relocation of items which are included as a part of the vessel's lightship, could jeopardize the accuracy of the lightship characteristics. The MSC will determine whether calculations alone are sufficient, in lieu of a stability test or deadweight survey, based on the accuracy of the calculations and/or the application of appropriate conservative assumptions in vertical center of gravity (VCG). In making this determination, the MSC will consider the summation of all weight changes that have been made since the last stability test. The owner removed two generators previously installed in the vessel after the 2011 stability test. Submit all weight changes to the MSC in accordance with MTN 04-95 Ch-2. A vessel of more than 19.8 meters (65 feet) in length must carry at least one rescue boat unless the cognizant OCMI determines that: (1) The vessel is sufficiently maneuverable, arranged, and equipped to allow the crew to recover a helpless person from the water; (2) Recovery of a helpless person can be observed from the operating station; and (3) The vessel does not regularly engage in operations that restrict its maneuverability. The vessel acts as its own rescue boat and the crew use a rescue ladder to recover persons overboard. The rescue ladder is not equipped with a platform at the bottom. The crew must hold the ladder with one hand and retrieve the person overboard with the other while balancing on a ladder rung. Provide a platform at the bottom of the rescue ladder. 46 CFR 180.210
