Marine Inspector observed oil accumulation saturated in the overhead insulation in the vicinity of the starboard main engine. The insulation became oil soaked by an oil leak on the starboard main engine that became airborne when it made contact with the spinning flywheel. Remove the oil soaked insulation, clean the surfaces free of residual oils, and renew the insulation with new, suitable materials. 46 CFR 176.830(b)
