The master shall conduct sufficient drills and give sufficient instructions to mane sure that all crew members are familiar with their duties during emergencies that necessitate abandoning ship of the recovery of persons who have fallen overboard. Abandon ship and man overboard drills shall be logged or otherwise documented for review by the Coast Guard upon request. MIs were not provided with any records indicating drills had been performed.

Compliance with standards established by a recognized classification society will be considered satisfactory evidence of the structural adequacy of the vessel. Frame 9 port had a cracked weld at the chine. Make repairs to the cracked weld to the satisfaction of the attending MI.

Each portable fire extinguisher, semi-portable extinguisher, and fixed gas system should be checked for excessive corrosion and general condition. MIs discovered the portable extinguisher located in the wheelhouse was severely corroded at its base and was not serviceable. Replace the portable extinguisher with one in serviceable condition, and which has been inspected/tested in accordance with NFPA 10.
