The safety relief valve discs must be lifted from their seats in the presence of a marine inspector by either liquid, gas, or vapor pressure at least once every 5 years to determine the accuracy of adjustment and, if necessary, must be reset. The Installed cargo tank PV valves have no record of the required 5 year test. Conduct test or replace valves prior to the on-load of cargo. 46CFR38.25-10(b)

Each valve must close with a right-hand (clockwise) motion of the hand wheel or operating lever as seen by one facing the end of the valve stem. MI observed port, auxiliary machinery fuel tank, sight gauge, lower valve, missing its hand wheel. Owner/operator is required to replace hand wheel in accordance with cite and valve manufacturers specifications. 46CFR56.20-9(a) 16c.
