Discovered various components of buoyant apparatus' with frayed waterlight lines and pendants, worn retroreflective tape, and worn paint on body of lifesaving appliances. 46 CFR 176.25-22(a) [Old T]

Each launching appliance on a vessel must be visually inspected, inspected monthly using the manufacturer's instructions, and thoroughly inspected (with any necessary reapirs made) once each year. There was no record of any lifesaving inspections occuring at the required weekly, monthly, an annual interval. 46 CFR 122.720-726.
