Additionally, various e-lighting around the lifeboats and in the aforementioned escape scuttles were not properly marked. Ensure all e-lights throughout the vessel are illuminated and properly marked to the satisfaction of the attending ABS surveyor.

The inventory for various critical spare parts are below the minimum ROB inventory established by the ISM Company. This issue was noted during the external ISM-DOC audit on 11/28/22 (finding no. 435) and also during the internal ISM-SMC audit on 6/8/23 (finding no. 3). The provided corrective action plan for internal audit finding no. 3 indicates that some spares were ordered, but the budget for ordering critical spares in FY23 has been exhausted prior to orders being placed for all critical spare parts needed to obtain the minimum ROB quantity, with SR3212271 for replenishing critical spares for FY24.
Provide a corrective action plan to the satisfaction of
both CG and ABS for how the critical spare parts
requirements will be achieved in a timely fashion.
Update 9/29/23: The due date for this deficiency has been extended to 11/1/23 based on the operator's report that MARAD intends to allocate funding for continued procurement of spare parts, and work to revise the critical spare parts list is in progress.

Supplement to IAPP (SOVC), no. 7207401-4259263-391, indicates that when the ship operates inside an ECA, the ship uses fuel oil with a sulphur content that does not exceed 0.10% m/m.
Vessel used HFO with a sulphur content >0.5 % during recent turbo-activation in August-September 2021 (voyage entirely within North American ECA). Additionally, approximately 4000 mt of HFO with a sulphur content of >0.5 % remains board at this time.
