The winch for the starboard lifeboat is inoperable. Provide OEM tech report indicating cause of the inoperable winch, including necessary repairs needed to the launching appliance. The vessel is required to carry two additional 25 person life rafts on the starboard side lifeboat embarkation station in lieu of the starboard lifeboat. The vessel is authorized to sail one round trip voyage from Puget Sound to Anchorge, AK, then to Kodiak, AK, and return to Puget Sound.
