Vessel has twin rudders; connections at the hydraulic ram pins are wallowed out and ball joints connecting to the rudder stock are loose. Loose connections make the system unreliable and cause undue stress to system components; system is not fit for service. Vessel is prohibited from carrying passengers for hire until repairs are completed and satisfactory operational tests are observed by the attending MI. 46CFR182.200

Single cable runs may be supported by metal clips screwed directly to deck or bulkhead. Supports shall be spaced no more than 18" vertical and 14" horizontal. Metal supports shall be designed to secure cable without damage to insulation or armor and bear length of at least 1/2" of cable.
