Vessel representative discovered a quarter size hole on a gooseneck vet located on tank 3. 1 gallon of caustic soda has been reported spilled into the waterways. Vessel is authorized to conduct a one time discharge of the cargo. Vessel is then allowed to transit to Port Arthur to be made gas free to make permanent repairs. To the satisfaction of the attending CG marine inspector.
