The hull and deckhouses shall be of steel or iron construction except that the pilothouse and decks over quarters may be constructed of wood. Scantlings, material, and workmanship, subdivision of cargo spaces, fitting of cofferdams, and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized classification society. Received report of a 1 1/2 inch long by 3/4 inch wide crack on the #1 port cargo tank high low valve. Vessel authorized to transit to IMT Saint Rose to discharge cargo. Prior to loading cargo and permanent repairs vessel must submit a repair plan and damage survey to the USCG. 46 CFR 32.60(a)

When major repairs of tank vessels become necessary the work shall be done under the direction of the OCMI. The vessel has a 1" fracture on the deck in way of the port #5 wing void and #3 tank, and a 1" fracture in way of the port #4 wing void and #2 cargo tank. Gas free and make repairs to the on deck fractures and conduct tests to determine extent of repairs necessary to #2 and #3 cargo tanks. **The vessel is authorized transit in the empty condition from MM 284 to MM 278 on the Illinois River to conduct repairs.**

On 08 November 2021 at approx. 19:30 the CBC 329 loaded with VGO was damaged by an allision with the lock wall at Markland Lock and Dam, mile 531 Ohio River. The starboard bow rake just below the timberhead is separated at the seam at the turn of the deck creating a crack approx. 18 inches by 2 inches. The CBC 329 is authorized to proceed to Marathon Refinery, Garyville, LA, LMR mile 140 to offload and then to a shipyard TBD for permanent repairs.

The aft 21’ of port side number one void is set in 0 - 8” to varying degrees for height with the adjacent gunwale, knuckle, deck and cargo box wall distorted to conform. There is an estimated 8” intermittent fracture in the knuckle/bottom lap located estimated 2’ forward of the aft bulkhead. Located at the aft bulkhead, the outboard 2’ 6” of bulkhead is heavily distorted and compromised near hull bottom and knuckle allowing water to enter from the number one void into the number two void compartment. The forward 7’ of port void number two side is set in 0 - 6” to varying degrees for height with the adjacent gunwale, knuckle, deck and cargo box wall distorted to conform. After conducting temporary repairs to 8 inch by 1/2 inch crack in knuckle bottom stopping water ingress to #1 void, the CBC 329 is authorized to proceed to Marathon Refinery, Garyville, LA to offload and then National Maintenance, Harahan, LA for permanent repairs.
