At each inspection the firefighting equipment shall be inspected. 07 portable fire extinguishers are past the 6-year maintenance outlined in table 7.3.1.1.2 in NFPA 10.

Life floats shall be furnished with lifeline and pendants. Lifeline and pendants deteriated from the weather and need replaced.

All vessels shall be provided with satisfactory arrangements for draining watertight compartments. Vessel unable to pump bilge compartment in the galley space. 46CFR182.25-1

Each survival craft must be secured to the vessel by a painter with a float-free link permanently attached. Several life floats were not attached to the float-free link. 46CFR180.130

Fuel shutoff valves at the fuel tank shall be operable from outside the tank compartment. Emergency fuel shutoff valve for port fuel tank is inoperable. 46CFR182.20-40(b)(3)

A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural examination at least once every two years. Vessel has not completed a credit drydock examination within two years. 46 CFR 176.600

The provisions of Part III of Title III of the Communication Act require United States vessels which transport more than six passengers for hire while such vessels are being navigated on any tidewater within the jurisdiction of the United States adjacent or contiguous to the open sea, or in the open sea to carry a radiotelephone installation complying with this subpart. Vessel's Radio Safety Certificate expired in June of 2020. Vessel is restricted to a lakes, bays, and sounds route not more than 1000 feet from shore. 47 CFR 80.901

The following spaces must be equipped with a fire detecting system of an approved type that is installed in accordance with 76.27 in sub-chapter H of this chapter, Each overnight accommodation space on a vessel with overnight accommodations for passengers must be fitted with an independent modular smoke detecting and alarm unit in compliance with 46 CFR 181.450 prior to carrying overnight passengers.

Any vessel on an Oceans route must carry six red flares and six orange smoke flares or alternately twelve red distress flares. Vessel had only eight valid red distress flares. Vessel restricted to a Lakes, Bays, and Sounds route. 46 CFR 180.68

Life floats and buoyant apparatus must not be secured to the vessel except by the painter and by lashings which can be easily released or hydraulic releases. Life floats were found tied to the vessel's hand rails and later removed by vessel's crew. 46 CFR 180.20-1 (a)(7)

Piping for vital systems must be composed of ferrous materials. A soft patch was observed on the discharge side of the vessel's fire main/bilge system. Complete repairs to the satisfaction of the attending marine inspector no later than 1 SEP 2020. 46 CFR 182.710 (c)(1)

The marine employer shall ensure that all persons directly involved in a serious marine incident are chemically tested for evidence of dangerous drugs and alcohol in accordance with the requirements of 46 CFR 4.06. The vessel was equipped with three alcohol test strips. Vessel manning requires one master and three crew members. Vessel must have four test strips. Vessel restricted to excursions less than two hours from alcohol testing facilities. 46 CFR 16.240

All vessels shall be provided with an approved adult and child type life preserver for each person carried. Vessel is missing 11 adult life preservers and three child life preservers. Vessel’s passenger count is reduced to 117 adult passengers and 11 child passengers until replacement is verified by the attending marine inspector. 46 CFR 180.71

All vessels shall be provided with a satisfactory arrangement for draining any watertight compartment other than small buoyancy compartments under all practical conditions. The vessel was unable to satisfactorily pump the bilge in the galley using the vessel fixed bilge pump. After taking corrective action vessel's crew was able to make repairs and return the system to an operational condition. 46 CFR 182.25-1(a)

Numerous dead-end wires were located in the engine room, generator room, and galley. At each inspection and reinspection the marine inspector shall examine the bilges... to see that there is no accumulation of oil or other matter which might create a fire hazard. An excessive amount of oil was present in the engine room bilges. 46 CFR 176.25-50

Where flexible nonmetallic hose is permitted for use in piping systems by this section, it must meet SAE J-1942. Several of the low-pressure, USCG A1 fuel hoses over 30 inches do not meet SAE J-1942.

The marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel unless any required alcohol tests can be conducted within 2 hours from the time of occurrence of a serious marine incident.

Gauges to indicate lubricating oil pressure shall be provided for all propulsion engines. Oil pressure gauges for center and starboard engines are inoperable. 46 CFR 182.50-5

The intent of this part is to insure that... auxiliary machinery is suitable for the purpose intended. Bilge system was found with hole in bilge suction line from bilge under galley compartment thereby rendering bilge pump ineffective. Temporary repair was installed on holed bilge suction line. 46 CFR 182.01-5

Vessels must underdo/complete an annual inspection within the three months before or after each anniversary date. Vessel has to complete its annual inspection.

Per Table 181.500(b), galley spaces are required to contain one 40-B:C (minimum rating) portable fire extinguisher. A properly serviced fire extinguisher is not provided in the galley. 46 CFR 181.500

The part of the exhaust system between the point of cooling water injection and the engine manifold shall be water jacketed or adequately insulated. Insulating wrap just aft of turbo is falling off on several main engine exhaust pipes.

A vessel greater than 65 feet must carry a rescue boat unless the cognizant OCMI determines that the vessel is sufficently maneuverable, arranged and equipped with a fully satisfactory rescue platform. During man overboard drill, crew members struggled to maintain control of the rescue platform.
