One week prior to the start of the Dry Dock, vessel rep notified the Lead Marine Inspector that the vessel owner purchased 4" shafts instead of 3.5" shafts; currently installed. Vessel rep and owner were directed to submit plans for approval for the new 4" shafts and strut modifications. Vessel owner has not submitted plans. Vessel owner has been very uncoopertive and unwilling to comply with 46 CFR 115.610(a). The Lead Marine Inspector discussed with both the vessel rep and vessel owner, that the shafts would need to be pulled, turned, tested, and measured to see if they meet the ABS standard for continued service. Vessel owner refused to pull both shafts.

Therefore, the COI dated 12 SEP 2021 is invalid. Prior to carrying passengers, the vessel must obtain a credit dry dock followed by a renewal COI inspection.

Deterioration of the hull, propellers, shafts,bearings, and rudders were identified when the vessel was in drydock on 08FEB2022.
