Machinery driving forced-draft and induced-draft fans, fuel-oil transfer pumps, fuel-oil unit and service pumps, and similar fuel-oil pumps must be fitted with remote controls from a readily accessible position outside the space concerned so that the fans or pumps may be stopped in case of fire in the compartment in which they are located. MI observed during test of remote emergency shutdown of #4 engine, cable was routed in a way that prevented it from actuating the lever. Vessels crew adjusted alignment and tested in the presence of USCG MI and ensured sufficient operation.

Vessel's P&A Manual and Cargo Authority Attachment (CAA) has not been reviewed by the Coast Guard Marine Safety Center (MSC) and updated to ensure that it meets compliance with the revisions of MARPOL Annex II and the IBC Code that enter into force on 1 January 2021. Vessel's revised P&A Manual and CAA incorporating the latest enforceable revisions of MARPOL Annex II and the IBC Code must be approved by the Coast Guard prior to be authorized to carry any NLS cargoes. 46CFR153.8(a)
