Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Vessel rep self reported a main engine failed to start prior to beginning morning operations at the dock. Vessel rep stated the company plans to replace the engine in-kind. No passengers were on board, no pollution, and no injuries. Provide the completed re-power checklist. Conduct Sea trials to the satisfaction of the attending marine inspector.

A vessel must be provided with a main steering gear that is of adequate strength and capable of steering the vessel at all service speeds. MI's were notified that by the operator that the starboard rudder was badly damaged. MI's attended the vessel and were unable to identify any point of impact on the propeller or rudder. Suspect that metal fatigue and failure may have been the root cause of the failure. Vessel is hauled out and will not be operating until repairs have been made. No operational control needed.
