Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Vessel rep self reported a main engine failed to start prior to beginning morning operations at the dock. Vessel rep stated the company plans to replace the engine in-kind. No passengers were on board, no pollution, and no injuries. Provide the completed re-power checklist. Conduct Sea trials to the satisfaction of the attending marine inspector.

Marine Inspectors determined that the ships service diesel generators were replaced without proper notification or Coast Guard oversight. Provide statement from licensed marine electrician attesting to the satisfactory installation of new generators. Provide specifications for previous and existing generators to local OCMI for review. Coordinate with local marine inspectors to conduct inspection and operational test of equipment prior to carrying passengers. 46 CFR 182.10-1
