Vessels described by 46 CFR 175.110(c) must have an interconnected fire detection system in compliance with § 181.450 installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. MI was unable to conduct smoke detector tests due to lack of false smoke required for testing.

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. Vessel did not have an actively functioning EPIRB upon Coast Guard boarding. Vessel corrected on the spot.

Secured to the vessel by a painter with a float-free link permanently attached to the vessel except that a float-free link is not required if the vessel operates only on waters not as deep as the length of the painter. Vessel did not have painters affixed to the life raft framing upon CG arrival. Corrected on the spot.

On a vessel of more than 19.8 meters (65 feet) in length, the public address system must be a fixed installation and be audible during normal operating conditions throughout the accommodation spaces and all other spaces normally manned by crew members. MI noticed the public address system in the galley was blocked by a rag to muffle the noise, rendering it inaudible during normal operations. Corrected on the spot.

Each life jacket must be marked with Type I retro-reflective material. Marine inspectors found multiple life jackets with worn or torn retro-reflective tape. Rectify deficiency within 14 days. 46 CFR 185.620(h)

Exhaust gas must not leak from the piping or any connections. Marine inspectors found an exhaust leak on the port main exhaust piping. Rectify deficiency within 14 days. 46 CFR 182.430(b)

A fire hose with a nozzle must be attached to each fire hydrant at all times. All fire hoses were found to be not connected to the hydrant upon arrival. Vessel rectified deficiency immediately. 46 CFR 181.320(a)

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Vessel was involved in a collision. Damage Survey revealed sustained damage to the port bow bulwark extending across to the STBD bow. Repairs to include: 1) Cropping out an approximately 13'x 9' section of the port bow deck plating from the centerline over to the port hull shell plate. 2) replacement of all damaged bulwarks. 3) Replacement of the port void vents. 4) Repair of all cracked welds in the fore peak and void spaces. Complete required repairs to the satisfaction of the attending Marine Inspector. Cite: 46 CFR 177.100 Action taken: 701 C

Vessel had cracked welds in FWD Peak, Under Galley in void space, and cracked vent pipe at deck in port side shell. 46CFR 176.25-5

Replace Painter

Repair Fractures 1. On port engine mount 2. Fractures in fore peak. 3. Clean and replace hull and framing in void.

Prove proper operation of fuel shutoff valve.

Adjust and repair watertight closures to obtain proper seal and operation.

Complete repairs to bottom plate and fractured longitudinal "T" frame IWO engine room STBD side below STBD engine shaft prior to operating.

Replace burnt out bulbs and provide bulb cover on Main Generator switchboard.

Replace broken bulb cover and remove switch on watertight dor indicator panel.

Vessel needs to be provided with fire fighting equipment as per 49 CFR 176 to carry haz cargo as per vessels COI.

Replace watertight door gaskets on doors below the main deck prior to getting underway.

Severe wastage on bilge piping IWO Lazarette.

Improper bulkhead penetration for bilge piping and electric wiring.

Fractured weld IWO bits in lazarette

Crop and Renew fracture in overhead of pilot house.

Salt water corrosion was found in several framing members; however, excessive debris prohibited complete inspection of framing spaces. POC is to make vessel ready for internal inspection.

Length of sea painter must properly reflect the specification in 180.175 (100' or 3 x distance).

Ship's bell is missing.

Renew/replace starboard side ringbouy and line.

Apply retroreflective tape to port ring bouy.

Gouge and reweld fracture on port rudder stop base support.

Repair/replace starboard transmission gear oil pressure gauge in pilot house.

Repair/replace fire pump to insure discharge of pump with 1 (one) open hose is at least 60 psi.
