A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. MI observed expired aspirin in the first aid kit. 46 CFR 184.710

At each inspection for certification and re-inspection the marine inspector shall examine the bilges and other spaces to see that there is no accumulation of oil or other matter which might create a fire hazard. The centerline main propulsion engine in the E/R was leaking oil excessively in the following locations: STBD rear oil pan gasket, turbo oil drain line at block connection, and port forward oil pan gasket posing a fire hazard and or pollution hazard. Repair/replace engine components to prevent further oil from leaking into the bilge and maintain oil free bilges until repairs have been completed.

The installation of fuel lines, including pipe, tube, and hose, must comply with the requirements of this paragraph. A suitable metal marine type strainer must be fitted in the fuel supply line in the engine compartment. Four of the eight fuel filters in the generator room were found to have plastic petcocks.

Vessels operating on an oceans or coastwise route must have an interconnected fire detection system in compliance with 46 CFR 181.450 installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. The fire detector located in the lazarette was missing.

Each vessel inspected and certificated under the provisions of this subchapter must, when any passengers are aboard during the tenure of the certificate, be in full compliance with the terms of the certificate. The vessel was involved in a marine casualty on 7JAN22 during which it sustained damage to the starboard hull in way of the fuel tank. Prior to departure, make fuel tank available for internal inspection to include gas freeing and certification by a certified marine chemist for entry.

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. Vessel sustained damage to center and starboard propellers, center and starboard shafts, starboard strut tube and starboard intermediate shaft bearing. Provide repair proposal to address the above items. Upon approval of repair proposal, conduct repairs to the satisfaction of the attending USCG marine inspector.

Each vessel must, in each condition of loading and operation, comply with the applicable requirements of 46 CFR Part 170 and 46 CFR Part 171. Until such time that the vessel receives a valid amended/new stability document from USCG Marine Safety Center, a weight reduction will be allowed for the ISABEL L. The ISABEL L has resolved deficiency items 4 & 5 (issued 19 July 2021) by providing plans for vessel's altered/installed MDE's and SSDG's to Sector LA/LB which are currently in local plan review. The vessel has also conducted an inclining in the presence of a witnessing USCG Marine Inspector and completed a post-drydock and re-powering sea trial to the satisfaction of an attending USCG Marine Inspector. Upon completion of these items, this CG-835 is being issued reducing the carrying capacity by 25% to 23.25LT with no change in the permitted VCG of the cargo. The 25% reduction was taken off of the reduced stability criteria (31LT vice 33LT). This deficiency will remain until a valid stability document from USCG Marine Safety Center is received and attached to the vessel.

A vessel of more than 19.8 meters (65 feet) in length must carry a minimum of three life buoys of not less than 610 millimeters (24 inches) in diameter. - Port life ring was missing its plug rendering it unsatisfactory for an emergency/lifesaving.

Each portable fire extinguisher on a vessel must be of an approved type. The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by Table 181.500(b) and other provisions of this section. -Extinguishers installed in the engine room and generator room do not meet the UL 40-B:C minimum required rating (both are UL rated for 10-B:C old CO2 TYPE)

Shutoff valves installed so as to close against the fuel flow shall be fitted in the fuel supply lines. The shutoff valve at the tank must be operable from outside the compartment in which the valve is located. Emergency fuel shutoff valve on STBD main engine fuel tank sheared off and is inoperable. Prove proper installation / operation of new valve. 46CFR 182.455(b)(4)

EACH WATERTIGHT BULKHEAD MUST BE OF SUFFICIENT STRENGTH TO BE CAPABLE OF REMAINING WATERTIGHT WITH A HEAD OF WATER TO THE TOP OF THE BULKHEAD. DISCOVERED OPEN CABLE TRANSITS AND INCORRECTLY INSTALLED ROXTEC MULTI CABLE TRANSIT BLOCKS ON PORT SIDE OF FORWARD ENGINE ROOM WATERTIGHT BULKHEAD. PROVE PROPER INSTALLATION AND WATERTIGHT INTEGRITY.

Post COI in view of passengers.

Plug holes on electrical panel in fuel tank room.

Install heat shield on bulkhead next to the range.

Clean bilges in lazarette.

Remove extension cord in galley.

Secure electrical receptacle in stbd crew berthing.

Vessel due for drydock exam by 31MAY17. Vessel restricted from carrying passengers or cargo until credit drydock exam is completed.

Replace lagging on stbd generator as identified by MI

Install appropriate weak link for the provided life floats.

Arrange life floats to aide a float free release.

Tighten shaft seal to stop flow of water.

Change battery in galley's fire detector.
