Each fire hydrant must have a valve installed to allow the firehose to be removed while the fire main is under pressure. A valve was installed however, it was missing the hand wheel to open and close the valve. This degraded the ability of the operator to quickly open and close the valve. A hand wheel must be installed on the valve in order to quickly operate the system.
