The construction and arrangement of a vessel must allow the safe operation of the vessel in accoredance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull. On both rudder posts, the packing flange bolts are loose and bent. Provide evidence that the bolts are properly torqued prior to 2025 Hull Exam credit.

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of machinery, fuel, and piping systems, including the following: Operational test of the means provided for pumping bilges. During inspection, inspector was able to witness satisfactory bilge suction in forepeak void, however, the rest of the bilge suction points throughout the vessel required additional arrangements in order to test due to tight proximity of the suction point in way of the hull. Crew shall make arrangements necessary to conduct bilge suction test to the satisfaction of the attending marine inspector.

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull. During the internal structural exam, several cracked welds were discovered in the forepeak void and up forward on the starboard side. Starboard bow railing is still structurally sound, however, the vertical support structures have cracked welds that have begun to separate from the deck. In the forepeak void, on the upper starboard side near the hatch, there are also cracked welds along the transverse beams meeting with the starboard side shell. Crew shall monitor for crack progression until permanent repairs are made prior to next drydock credit (due by 30SEP2025).

Each vessel constructed of a material other than wood certificated to operate on a coastwise route must be provided with life floats of an aggregate capacity that will accommodate at least 100% total number of persons permitted in board. At the time of inspection, vessel was missing one of two 25 person liferafts listed on the vessel's COI. Vessel currently has one 25 person liferaft. Vessel is limited to carrying no more than 25 total persons on board until second liferaft is onboard and installed.
