Each towing vessel equipped with ruddrs must have a means to monitor and control the position of the rudders at each operating station. Vessel sheared their stbd shaft just aft of the strut, lost propeller and rudder. Replace in kind, test operations to the satisfaction of the TPO or CG Marine Inspector.
