Cargo transfer operations for any cargo requiring a PV or safety relief venting device in Table 151.05 shall be performed with cargo hatch covers closed. Unknown liquid substance found in #3 starboard void that is not consistent with the appearance of the product on board the barge. Vessel is to offload cargo at the facility then proceed to normal docking areas where a sample of the unknown liquid can be obtained, analyzed, and then report of findings will be sent back to Sector Mobile Domestic Vessel Branch.

A SMALL AMOUNT OF LIQUID WITH TRACE AMOUNTS (<1%)OF CARGO (ADN) WAS OBSERVED IN THE #3 STBD VOID DURING A DAMAGE SURVEY POST GROUNDING. VESSEL IS RESTRICTED FROM LOADING CARGO UNTIL THE CARGO TANK BOUNDARY WITH THE #3 VOID IS VERIFIED TO BE INTACT TO THE SATISFACTION OF CG MARINE INSPECTOR. OPERATOR TO NOTIFY MARINE INSPECTOR IN PORT ARTHUR UPON ARRIVAL.

46CFR30.01-10 2' crack found on starboard gunnel of forward corner of #1 starboard void. Conduct repair to the satisfaction of the attending MI prior to cargo operations.

33CFR155.1030(c)(9) On board notification checklist and emergency procedures were not on board EIDC-71.

The port bow rake knuckle is set up 0-18" commencing 55" forward the aft blkhd extending forward 15' with the adjacent bottom plating for 2' inboard set up 0-3" to conform, internals are conformed to hull set in. There is one hull fracture located approx 75" forward the aft blkhd over a 2'x2' area. Approx 2' above waterline. There is second hull fracture approx 3" located approx 17' forward of the aft blkhd. Approx 4' above waterline.

Make permanent repairs to the #1 cargo tank raised trunk.

Vessel rep found damage to transition knuckle on port bow. Shipyard to crop and renew 7'X7' section to the satisfaction of CG Marine Inspector.
