The owner and managing operator must ensure that the towing vessel is in compliance with this subchapter and other applicable laws and regulations at all times. Commencing 12'0" aft the forward engine room bulkhead and extending at 10'0" the upper 4'0" of side plating is set in 0-4" with the adjacent coaming and deck plating distorted. The internal framing between the damaged bulkhead are distorted. Make permanent repairs.

Each towing vessel must have either a self-priming, power-driven, fixed fire pump, a fire main, and hoses and nozzels or a portable pump, and hoses and nozzels. The fire piping for the fixed fire pump is set down 0-2" for a length of 10'0". Make permanent repairs.
