Observed operation of the vessels steering system and controls dockside and while underway in the Fox River. Observed about one inch of movement in the rudder upper quadrant, and quadrant vibrate excessively in various conditions. Excessive play and shaking of rudder quadrant appears to cause by severely worn rudder bearings. In the opinion of the attending CG MI the excessive shaking will increase when towing, and will likely cause the steering control cables or rudder angle indicator cables to fail, or jump off a sheave or come off a large machined spool piece in the aft steering compartment. Attending CG MI believes the steering system is not within the speciation's as designed, or being maintained as required by 46 CFR 143.205. Owner/operator shall make proper and permanent repairs to the vessels rudder, prior to the vessels movement.

On 5OCT19 the WISCONSIN suffered a loss of steering as a result of a steering system cable parting which prevented the vessel from safe navigation. The cable connects to the steering control lever on the bridge which allows for steerage and serves as a rudder angle indication system. The steering system is to be properly repaired to operating condition and as designed. Prior to sail these repairs are to be witnessed by a qualified Coast Guard towing vessel inspector. To prove proper operation of the repair, steering sea trials are to be conducted with the Coast Guard Inspector on board.

Resolution: Verified several section of rudder control and indicating cables renewed & worked. Although observed and issued a new CG-835 requiring rubber bearing renewal & repairs.
