A survey, either general or partial, according to the circumstances, shall be made every time an accident occurs or a defect is discovered which affects the safety of the vessel or the efficacy or completeness of its lifesaving appliances, fire-fighting or other equipment, or whenever any important repairs or renewals are made. The survey shall be such as to insure that the necessary repairs or renewals have been effectively made, that the material and the workmanship of such repairs or renewals are in all respects satisfactory, and that the vessel complies in all respects with the regulations in this subchapter.
Vessel reported a pinhole leak on the no. 5 port ballast tank in way of the cargo hold.
Vessel has been granted to transit to Calcite, MI, where it shall conduct temporary repairs to the satisfaction of the local [name withheld], vessel has been authorized to enact permanent repair during winter layup 2027 (no later than 01MAR2027).

In general, compliance with the standards established by the American Bureau of Shipping, see subpart 90.35 of this subchapter, will be considered as satisfactory evidence of the structural efficiency of the vessel. However, in special cases, a detailed analysis of the entire structure or some integral part may be made by the Coast Guard to determine the structural requirements.
Vessel has 4 fractures on the 1P/2p ballast water tanks corrugated bulkhead. One is close to the 1st inboard bottom girder, another one is on the most outboard bottom longitudinal by the bilge knuckle, and two are located up where the horizontal shelf meets the first outboard plane of the corrugated bulkhead. Vessel is authorized to conduct temporary repairs to the satisfaction of the attending marine inspector. On 27MAR22 the JOHN J. BOLAND experienced a fire involving an oil fired furnace in the vessel's engine room. This failure presented a serious threat to the vessel and crew's safety. The cause of failure has not been determined, and the crew has reportedly made repairs to the furnace using spare parts onboard, which may not be in accordance with the manufacturer recommendations. Due to the unknown nature of the failure and the unverified repairs, the furnace must be immediately taken out of service and be locked and tagged out to prevent further use. The furnace may not be placed back into service until it is evaluated, serviced and properly repaired by personnel specifically trained in the installation and maintenance of HVAC equipment. The arrangement of main propulsion machinery must be at least equivalent to the standards established by the ABS Steel Vessel Rules. Vessel reported a loss of variable pitch for the propeller. They did not report a loss of engines, just loss of pitch. Vessel was unable to duplicate the problem during trouble shooting. Captain was advised to have additional personnel in the Engine room, and ready to anchor for a safe transit should the problem happen again while underway.
Service technician to attend. Repairs are to be made to the satisfaction of attending Marine Inspector or to the attending Class Surveyor.

Sector Lake Michigan received an NRC report (#1230104) of a discharge of 01 gallon of oil from the heat exchanger while transiting to Waukegan, IL. The cause of the release was a faulty operation of the vessels heat exchanger, which was being used to melt ice on the fire lines.
Make permanent repairs to heat exchanger/thermal fluid heater. Conduct pressure test and prove proper operation to the satisfaction of an attending CG Marine Inspector.
