During the vessel's construction and when any modification to the lifesaving arrangement is done after construction, a vessel owner must obtain acceptance of lifesaving arrangements from the Commandant (Marine Safety Center(MSC)). The current lifesaving arrangement aboard the vessel must be reviewed by MSC before being accepted as a permanent arrangement for compliance with NVIC 2-81 Ch-2. Submit a request for MSC review within 14 days and follow up with the local OCMI on any further modifications recommended by MSC. You are being given 30 days to receive final approval from MSC.

Scantlings, material, and workmanship, subdivision of cargo spaces, fittings of cofferdams, and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized classification society: Effect permanent repairs to the sideshell plating in way of the #4 starboard sideshell plate, located approx. 8' below the main deck and 4' forward of the #4/#5 stbd void watertight bulkhead. Crop/renew to good steel. Effect permanent repairs to the #7, #8, #9, and #10 side longitudinal frames in way of the above-mentioned area. Effect permanent repairs to the non watertight bulkhead and attached transverse framing, located one frame forward of the #4/#5 starboard watertight bulkhead.
