Thermal fluid heaters are examined by a marine inspector to determine that the complete unit is in a safe and satisfactory condition. Upon crew member voluntarily starting the thermal fluid heater, an exhaust gas leak was noticed on the bottom outer shell pipe connecting to the bottom of the thermal fluid tank.

Pressure vessel relief valve was set at 180 psi while pressure vessel maximum allowable working pressure was set at 175 psi.

Gauge was not able to read 1.2 times the setting of the relief device. Replace with gauge that reads 1.2-2 times the pressure of the relief device.
