Vessel reported approximately 1.5" hole above waterline in 2P void, 2.5' above waterline. The vessel is permitted to conduct temporary repairs followed by transit to Port Arthur, TX for a one time discharge of cargo followed by permanent repairs in the MSU Port Arthur OCMI zone.

Each cargo tank of a tank barge with a Vapor Control System must be equipped with an intrinsically safe high-level alarm that activates an audible and visible alarm so that it can be heard and seen on the vessel where cargo is controlled. Marine inspectors are not limited from conducting tests or inspections deemed necessary to be assured of the proper operation of vessel equipment. Audible and visible alarms were unable to be tested in the presence of USCG Marine Inspectors during the annual inspection. Prior to next loading operation using the Vapor Control System, test alarms to the satisfaction of the attending USCG Marine Inspector.
