The marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel to determine the presence of alcohol in the system of each individual who was directly involved in the SMI. Alcohol swabs not installed on board during inspection. 46 CFR 4.06-15

Portable extinguishers must be inspected and maintained in accordance with NFPA 10 for annual maintenance and recharging of extinguishers. For fixed gas fire extinguishing systems the owner must provide satisfactory evidence of the required servicing to the marine inspector. Portable fire extinguishers and pre-engineered fixed gas extinguisher (Fireboy) installed on vessel exceed the annual servicing requirements. Provide annual servicing records for fireboy and portable fire extinguishers installed on the vessel. 46 CFR 176.810(b)(1)(2)

A vessel of more than 26 feet in length, but not more than 65 feet, must carry a minimum of one life buoy of not less then 24 inches in diameter. 31ft vessel carries one 20" ring buoy. Provide one 24" ring buoy installed on vessel as required. 46 CFR 180.70(a)(2)

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. 10 Marlin Type 1 life jackets installed on vessel (Model 320RT for Adults and Model 321RT for Child size) have a malfunctioning spring-loaded tab on the snap hook of the safety strap. The spring-loaded tabs fail to spring back,(return to closed position) after depressing to secure snap hook in place. Renewal required for all affected Lot #'s. Vessel has 05 serviceable adult life jackets, therefore passenger count shall be reduced to 03 adult passengers until affected life jackets are replaced with serviceable Type 1 life jackets. 46 CFR 176.808(b)

Each vessel required to have a Certificate of Inspection is subject to the annual vessel inspection fee listed in table 2.10-101 for its vessel category. The vessel owner or operator must pay the annual vessel inspection fee each year on or before the vessel's user fee anniversary date. Owner required to pay outstanding user fees. 46 CFR 2.10-101

The construction and arrangement of a vessel must allow the safe operations of the vessel in accordance with the terms of the COI giving consideration to provisions for a seaworthy hull, protections against fire, means of escape in case of sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Vessel does not have structural approval for Partially Protected Route. Provide structural approval for new route. 46 CFR 177.100

Each life ring buoy on a vessel must be approved in accordance with 160.050 in subchapter Q of this chapter or other standard specified by the commandant; Line attached lifering buoy is frayed; Replace life ring buoy.

A hatch exposed to the weather must be watertight; Hatch leading into the engine room is not watertight. Gasket is loose and bedding of hatch has holes which will lead to water dripping into space. Repair hatch to make watertight.

Connections must be made to battery terminals with permanent type connectors; port side battery terminals connectors are not permanent; remove wing nuts from battery and make connectors permanent.

Placards container instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers; vessel does not have proper donning instructions for two lifejackets that are of a different type; post donning instructions on vessel

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, other persons, and the vessel from electrical hazards including fire, caused by or originating in electrical equipment, and electrical shock; vessel's positive battery cable for starboard battery is deteriorated; replace starboard battery cable.

Prove proper operation of main engine ignition switch IAW 46 CFR 182.200(a).

Complete DAPI audit IAW 46 CFR 16.

Upon discharge, fireboy audible and visual alarm inoperable. Provide audible and visual alarm at operating station to indicate discharge. 46CFR 181.420(b)
