The vessels remote emergency shutdown for the starboard cargo prime mover did not shut the engine off while being operated remotely. IAW with 46 CFR 31.10-15(b) all main and auxiliary machinery should be in satisfactory condition and fit for the service which is intended. Vessel is restricted from carrying cargo until remote emergency shutdown is effectively operating at all times.
