The material, design, construction, workmanship, and arrangement of main propulsion machinery and of each auxiliary, directly connected to the engine and supplied as such, must be at least equivalent to the standards established by the ABS Marine Vessel Rules (incorporated by reference, see § 58.03-1), except as otherwise provided by this subchapter. The inboard (port) cargo pump engine (prime mover) caught fire at the turbo. The port cargo pump engine must be locked out and tagged out in non-operational status. Prior to cargo operations utilizing the port cargo pump engine: the vessel must provide an ABS report and technician report attesting to the proper operation of the port cargo pump engine's turbo to include new lagging around the turbo housing and fresh air supply pipe. All repairs must be conducted to the satisfaction of an attending USCG Marine inspector. ***Vessel is authorized to use the starboard cargo pump engine to conduct cargo operations.*** 46 CFR 58.05-1 (a)

Your vessel must undergo an annual inspection within 3 months before or after each anniversary date. Barge exceeded drop dead five year anniversary date for inspection. Complete COI inspection prior to conducting cargo operations. 46 CFR 31.10-17

Vessel must complete internal structural exam. 46CFR32.60-1

Properly repair BEKA boxes 4 port/stbd and 1 port to function properly (NLT 30 April 2010). Presently tankermen are unable to scroll between cargo tanks or determine which cargo tank is alarming. Until repaired, a sign must be placed in tankermen's log and/or mark BEKA boxes (prior to vessel being placed in service) so that tankermen will know boxes do not function properly.

Provide letter attesting to problem with BEKA boxes and what actions are being taken to conduct proper repairs.

Vessel's Vapor Processing System (VPS) may not be employed until a Steady State Operational test is witnessed and found satisfactory by ABS Consulting Inc. (authorized certifying entity) and the attending USCG MI. ABS Consulting Inc. to issue final certification of unit upon successful completion. See Vessel's Vapor Adsorption System Ops Manual for test procedures (Section 2.5.4.5.).

Install and prove proper operation of valve interlock sensing device (VISD) to ensure that the VAS connection is closed when the VCS is transferring vapor to a shore facility. The VISD must be capable of preventing the use of the onboard VCS if the VAS valve is open. MSC ltr #16703/33-154 dtd 11MAR05. Correct to the satisfaction of the attending USCG MI.
