Repairs or alterations to machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. Repairs or alterations that affect the safety of the vessel include steering. The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. Following marine casualty, attended vessel and determined Hydraulic steering linkage for starboard bucket had come apart. Examined intact port linkage and noticed there was no fastener installed to secure linkage together. Provide drawings that detail the bucket linkage to determine manufacturer's design. Test steering system to the satisfaction of attending Marine Inspector prior to carriage of passengers.
