A VESSEL MUST HAVE A MAIN STEERING GEAR THAT IS CAPABLE OF STEERING THE VESSEL AT ALL SERVICE SPEEDS. THE VESSEL EXPERIENCED A CASUALTY ON 28SEP2024 AT APPROXIMATELY 1445 LOCAL, RESULTING IN THE LOSS OF STEERING RESPONSIVENESS, CAUSING THE OPERATOR TO MAKE A RETURN TO THE PIER UTILIZING THE TWIN PROPULSION SYSTEM. EMAIL NOTIFICATION WAS MADE TO SECTOR HG IO's AT APPROXIMATELY 2054 LOCAL TIME ON 29SEP2024. VESSEL IS PROHIBITED FROM OPERATIONS UNTIL A SATISFACTORY SEA TRIAL HAS BEEN PERFORMED IN THE PRESENCE OF A CG MARINE INPSECTOR. 46CFR182.610

he following spaces must be equipped with a fixed gas fire extinguishing system, in compliance with § 181.410, or other fixed fire extinguishing system specifically approved by the Commandant, except as otherwise allowed by paragraph (b) of this section: A space containing propulsion machinery; A space containing an internal combustion engine of more than 37.3 kW (50 hp);A space containing machinery powered by gasoline or other fuels having a flash point of 43.3 °C (110 °F) or lower. Vessel's fire detection system is inoperable. New fire detection system and alarm panel have been installed but has not been approved by MSC. After successful operational test of new fire detection system and alarm panel, vessel may resume operations with the addition of one extra crew-member while carrying passengers. This restriction will remain in effect until the new fire detection system is approved by MSC. 46 CFR 181.400 705 C

Each life jacket must be marked with Type I retroreflective material approved in accordance with § 164.018 in subchapter Q of this chapter, or other standard specified by the Commandant. The arrangement of the retroreflective material applied after March 11, 1996, must be as specified by IMO Resolution A.658(16), ‘‘Use and Fitting Of Retro- Reflective Materials on Life-Saving Appliances.’’ Adult and child size life jackets found with washed out retro-reflective tape. Replace retro-reflective tape on all identified life jackets. 46 CFR 185.614(h) 16 C

U.S. Vessels less than 50 GT which are navigated not more than 1,000 feet from the nearest land are exempt. Prior to operating greater than 1,000 feet from land, prove proper operation of VHF Radio. 47 CFR 80.933(a)

An adult life jacket must be provided for each person carried on board a vessel. Vessel restricted to 139 persons. 46 CFR 180.71(a)

A hatch cover must be attached to the hatch frame or coaming. Attach hatch cover for #1 compartment to its frame within 30 days. 46 CFR 179.360(b)(2)

The number must be permanently affixed to the vessel. Permanently affix the offician number within 30 days. 46 CFR 67.121

On a vessel of not more than 65 feet in length carrying more than 49 passengers, the minimum capacity of the fire pump must be 50 gallons per minute at the pressure of not less than 60 psi at the pump outlet. The fire pump was inoperable. 46 CFR 181.300(b)

The vessel must be fitted with a Federal Communications Commission (FCC) type general marine radar system for surface navigation with a radar screen mounted at the operating station. The radar was inoperable. 46 CFR 184.404(a)

The requirements in this paragraph are applicable to any vessel equipped with AIS. (2) The AIS must be maintained in effective operating condition. The AIS was inoperable. 33 CFR 164.46(d)(2)

A vessel must be provided with bilge pumps. During inspection it was noted that primary bilge pumps were not operational. Prove proper operation prior to carrying passengers.

On a vessel of at least 26 feet in length, a visual and audible alarm must be provided at the operating station to indicate high water level. During Inspection it was noted that high water alarms were not operating properly. Prove proper operation prior to carrying passengers.

A self priming, power driven fire pump must be installed on each vessel of not more than 65 feet that carries more than 49 passengers. During inspection it was noted that the fire pump was not operational. Prove proper operation prior to carrying passengers.

The master in charge of a ship shall ensure that the ship is not operated unless a garbage management plan is on board. During inspection it was noted that the vessel does not have a garbage management plan.

A durable placard must be posted next to all radio telephone installations with emergency broadcast instructions and information, specific to the individual vessel. During inspection no emergency broadcast placard was present.

All fuel tanks must be electrically bonded to a common ground. During inspection it was noted that the rubber hose between the fill neck and filling port of fuel tank were not bonded. Additionally, the rubber hose requires replacement.

A positive shut off valve must be installed at the hull penetration of a submersible bilge pump. During inspection it was noted that there were no valves present in the submersible bilge pump lines of all compartments.

Vessel would not disengage from astern propulsion.

Vessel experienced loss of propulsion, propulsion machinery must be suitable in type and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Vessel is not authorized to carry passengers until propulsion machinery has been successfully repaired and sea trials are conducted to the satisfaction of the attending CG Marine Inspector.

Broken intermediate strut on the port shaft.

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed, 46CFR182.200. Vessel experienced starboard engine shutdown and shall have a certified marine technician attend vessel attesting to cause and repair of starboard main engine.

Component Unknown. engine failure/shutdown cause is unknown and the vessel company was going to schedule technicians to visit the vessel and conduct repairs.

Repair and prove proper operation of the fire pump.

Complete the Documentaion process and the DOC on board.

Provide a valid FCC Station Licence.

Post the Stbility Letter when provided.

Complete the approval process for electrical plan review.
